Also in the 1980s, a small number of schools in Singapore began providing an educational programme for young children with special needs, called Early Intervention Programme for Infants and Young Children (EIPIC). In 1987, the then Singapore Council of Social Services (now National Council of Social Services) brought the EIPIC schools together into a centralised location, called Margaret Drive Special School. The school started with 47 children at its present location.
In 1992, the school became independent and was renamed Rainbow Centre. Today, it continues to provide education for young children with intellectual or multiple disabilities.
