In 1931, the colonial government decided to build an airport at Kallang Basin in view of the growth and importance of civil aviation. Kallang Airport was officially opened on 12th june 1937. It was one of the most modern airport of the time catering for both land and sea planes.
By 1950s, Kallang Airport had become inadequate in coping with the demands of the modern civil aviation and growing passenger traffic. It was closed after the official opening of the Paya Lebar Airport on 20 August 1955. The airfield was converted to a public park and the terminal building was handed over to the Social Welfare Department as the Singapore Youth Sports Council. On 1 July 1960, the People's Association took over the building as the main building of its Headquarters.
