Empress Place was named by the Municipal Council in 1907 in memory of Queen Victoria (1819-1901), Empress of India (1876-1901). At the municipal meeting, there was initially some discussion as to whether the road should be named King's Place or Empress Place. This is said to be one of the oldest pedestrian spaces in Singapore, probably before 1900.
